To get from Chumphon Train Station to Koh Tao, you can take a train from Bangkok, Hua Hin, or other routes to the final destination, Chumphon Train Station.
You can also purchase tickets and a pick-up service from Chumphon Train Station in advance. A Boonsiri Sealine van will be waiting in front of Chumphon Train Station.
